After his honorable discharge in 1976, he pursued a degree in microbiology at Sonoma State University, graduating with honors and distinction in 1980. He further specialized in clinical laboratory science, earning his license after completing a rigorous internship program. His early professional years were spent at Central Pathology Laboratory in Santa Rosa, CA, where he gained extensive experience in all laboratory specialties, with a primary focus on clinical and forensic toxicology.
Throughout the 1980s and 1990s he expanded his impact as both a hospiatl laboratory scientist and independent medical laboratory consultant . His work included the development of analytical toxicology methods and methods validation, as well as the creation of an international pharmacology database and laboratory instrument software development for Bio-Rad Laboratories. He also conducted federal regulatory compliance inspections as an independent expert under a US Department of Health and Human Services program. He also pursued graduate studies at San Francisco State University, focusing on molecular diagnostics in cancer detection laboratory and techniques in clinical virology and the mechanisms of HIV gene regulation. In the 2000s, he held dual roles with the California Department of Public Health and the U.S. Food and Drug Administration, managing California's "Clinical Laboratory Complaints and Regulatory Compliance Program", and conducted on-site biologics laboratory inspections across multiple specialties, including laboratories involved in IVF, Blood Banking, stem cells and bone marrow transplantation. Post-retirement he remained highly active in the clinical laboratory field through his firm, Laboratory Sciences Associates, Inc." (see LinkedIn profile), which provides regulatory compliance consulting and inspection preparedness services to clinical laboratories across the nation and internationally. He and his associates also present clinical laboratory education classes overseas, and he has taught 5-day seminars in Dubai, Kuwait, Saudi Arabia and Iran. He authored two widely referenced books on California laboratory and biologics laws and served as a keynote speaker internationally on medical laboratory quality control and bioethics for laboratory scientists. Continuing his commitment to service, he has served in the U.S. Coast Guard Auxiliary, currenlty flying as "Air Crew" on Marine Patrols, search and rescue, pollution control and logisitics, and in the development of aviation policies and procedures. His global teaching efforts from 2016 to 2018 further reflect a lifelong dedication to advancing laboratory science and public health.
Published works:
Current California Clinical Laboratory Laws2013: Published, “Current California Clinical Laboratory Laws”, “An essential reference of current California clinical laboratory laws, including new laws taking effect in January 2013. This book provides an easily accessible, comprehensive, single source of current law for lab directors, lab managers, hospital compliance officers, and lab supervisors. Updated periodically to keep abreast of changes in California statutes and regulations affecting clinical laboratories. While California clinical lab laws are primarily found in the California Business and Professions Code and Title 17 of the California Code of Regulations, this book also contains current and newly enacted laws that the authors feel may be of interest to clinical laboratories that are found in other codes as well.” Find on Amazon.com
California Biologics Laws2013: Published “California Biologics Laws: Stem Cells, IVF, Transplantation, and Blood Banks”. “"California Biologics Laws" is a comprehensive and reliable source of the current laws regulating biologics laboratories in California. "Biologics" includes stem cells, cadaveric transplant tissue, gametes and embryos used in assisted reproduction technologies and blood and blood components used in transfusions. California laws addressing stem cells and research involving stem cells and human subjects is emphasized, as research in this complex field is increasing rapidly in the search to understand and apply these cells to curing disease. We at LabSci Associates believe that the "first step" to effective compliance is to know what the laws are, and hope that this book is a useful contribution to the laboratory community to aid them in their compliance efforts.” Find it on Amazon.com.
